After weeks of deadline-busting negotiation, state lawmakers resolved two politically infused policy deadlocks, establishing a "third way" to boost tax breaks for low-income families, and giving Governor Charlie Baker many of the management tools he'll need to overhaul an ailing MBTA. 

The budget bill is a victory for Baker and a sign to the public that despite moments of tension and rivalry, leadership of the House and the Senate had the wit and the moxie needed to compromise creatively.
