Heather A. Conley

Heather A. Conley is a nonresident senior fellow at the American Enterprise Institute (AEI), where she focuses on transatlantic security and geopolitics in Europe, Eurasia, and the Arctic, including NATO, the European Union, and Sino-Russian cooperation.

Before joining AEI, Ms. Conley was president of the German Marshall Fund of the United States and senior vice president for Europe, Russia, and Eurasia at the Center for Strategic and International Studies. She previously served in the State Department as deputy assistant secretary of state for the Bureau of European and Eurasian Affairs, special assistant to the coordinator for US assistance to the new independent states, and a foreign affairs officer in the Bureau of Political-Military Affairs' Office of International Security Operations. Ms. Conley was also a senior associate at an international consulting firm led by former US Deputy Secretary of State Richard L. Armitage.

Ms. Conley is the author of reports and analyses—including the Kremlin Playbook series, which brought to light Russia's malign economic influence activities across Europe—and extensive research related to great-power competition in the Arctic. Her analysis has been featured in a variety of media outlets including Foreign Affairs, Foreign Policy, The Washington Post, and The New York Times. A popular speaker, she has testified before Congress and appeared on major networks such as CNN, MSNBC, and PBS.

She holds an MA in international relations from the Johns Hopkins University School of Advanced International Studies and a BA in European studies from West Virginia Wesleyan College.
