For the past decade, Boston's third city council district has been represented by one of the body's most distinctive characters: Frank Baker, a conservative, combative figure with a penchant for eyebrow-raising rhetoric.

But Baker is retiring, and next month's final city election will determine which of two finalists gets his job.
