Prior to the COVID-19 pandemic, some in Massachusetts were calling for the state to improve and expand opportunities to vote by mail. In July, Gov. Charlie Baker signed into law an expansion of mail-in and early voting that provides mail applications to the state’s 4.5 million registered voters.
