The Massachusetts Emergency Management Agency released a report Friday assessing the responses of various law enforcement agencies to the Boston Marathon bombing and ensuing manhunt in Watertown in 2013.
Officer self-deployment and a “Lack of Weapons Discipline” are noted in the report as “Key Areas of Improvement.”
