In Chinatown, snow drifts on even the main road here are dotted with plastic bags big and small– the throwaways from restaurants. A resident named Sue wants to know why. She says the trash pickup in the area is generally good but the combination of icy mounds and idling cars are creating a real headache for the people of this downtown neighborhood.
