Turnout appeared sluggish in much of Massachusetts on Primary Day as campaigns worked to pull sympathetic voters to the polls.

In Boston, city elections officials reported that fewer than 9 percent of eligible voters had turned out as of 3 p.m. Tuesday.

Secretary of State William Galvin has predicted a statewide turnout of about 15 to 20 percent of registered voters.

At the top of the ticket are the Democratic and Republican primaries for governor.

Attorney General Martha Coakley, state Treasurer Steven Grossman and former federal health care administrator Don Berwick are seeking the Democratic nomination.

The GOP ballot includes former Harvard Pilgrim Health Care executive Charlie Baker and tea party member Mark Fisher.

Incumbent Democratic Gov. Deval Patrick is not seeking a third term.

Polls close at 8 p.m.
