Jon Gruber gave us his insights on the “non-delegation doctrine,” a philosophy that Supreme Court justices used in last spring’s case West Virginia v. EPA, and its wide-reaching implications for systems like health care. Gruber was instrumental in creating both the Massachusetts health care reform and the Affordable Care Act.
