The State Department is slashing the number of refugees allowed into the United States to an all-time low, with plans to let just 18,000 into the country next year. That number is down 40 percent from this year and nearly 80 percent from President Barack Obama's last year in office. Massachusetts Reps. Nika Elugardo and Andy Vargas recently went to Central America to document the violence and human rights violations that are driving significant numbers of people from the region, seeking safety in the United States.
