The ARTHUR Civics collection on PBS LearningMedia leverages familiar and poignant characters and storylines from the popular ARTHUR children’s television show to support students in developing citizenship skills and attitudes.
As Kei Kawashima Ginsberg, Director of the Center for Information & Research on Civic Learning and Engagement and project advisor, says: “Strong civic education develops young people’s capacity to grapple with contentious, possibly divisive, issues. . . in an informed, rigorous, yet civil manner.”
The ARTHUR Civics collection is built around three civics themes for this age group:
- Respect for Self and Others (appreciating diversity and individualism, learning from others, cooperation and collaboration, empowerment)
- Civil Discourse (talking about controversial and/or difficult issues, resolving conflicts peacefully, being open-minded, being polite)
- Participation in Civic Life and Being a Good Citizen (how the government works, working together to improve the community, speaking out and speaking up)
The digital collection includes teacher and family supports to help adults understand and support the development of civics skills for young learners and provides book lists, interactives, and videos.

Between May 2019 and March 2023, the collection has been accessed by over 80,000 users with 170,000 pageviews.
