For most of us, Capitol Hill gridlock is an unavoidable truth we simply accept because there’s really nothing we can do about it. But this past weekend, a group of more than 100 political scientists, lawyers and thinkers gathered at Harvard to come up with some creative solutions — with a bit of high-tech help.
