President Donald Trump is starting back up 2020 campaign rallies, with his first, since the rise of the coronavirus, being held in Tulsa, Oklahoma on Juneteenth.

Chuck Todd, host of "Meet the Press Daily" on MSNBC, spoke with Boston Public Radio on Thursday about the optics of having a rally in Tulsa on the day that commemorates the end of slavery.

"The symbolism looks terrible, unless he's going to Tulsa to announce he wants to make Juneteenth a federal holiday," he said. "I think we sit here and we try to figure out if it's a tactic, well, at some point it's not a tactic, because realistically who on Earth would act this way as a tactic?"

Trump tests the limits all the time, Todd added.

"This is who he is."
