Conflicting reports from Libya today. Facing Western military action, the country’s Foreign Minister announces a cease-fire, but a rebel spokesman says Moammar Gadhafi's forces are still attacking key cities in the east and the west. In Yemen, a state of emergency is declared after government snipers open fire on protesters and in Japan, officials are raising the severity rating of the nuclear crisis.
