Part II, The R.O.T.C Myth: Diane Mazur, a professor of law at the University of Florida and a former Air Force officer, says we've all been mistaken when we say that universities "banned" R.O.T.C. from campuses in the late 1960s. It was a decision reached by the military and the colleges, she argues, and both should share the blame.
