TRYING TO MANAGE CASH.
ONE OF THE MAJOR REASONS WE
HAVEN'T BEEN ABLE TO DO IT IS
BECAUSE THE UNIVERSAL HEALTH
CARE BILL IS SUCKING MONEY OUT
OF OTHER PROGRAMS, OUT OF THE
BUDGET, AND IT'S BECOME AN
ALBATROSS AROUND OUR NEXT, AND
I FELT IT WAS MY JOB TO BRING
IT TO PEOPLE'S ATTENTION IF
MASSACHUSETTS IS THE MODEL FOR
THE NATIONAL PLAN.

GOVERNOR SAY THIS MORNING,
BECAUSE HE WAS ON A COUPLE
RADIO PROGRAMS, THAT YOU ARE
JUST FLAT OUT WRONG, THAT IT

THE STATE.
THAT IN FACT IT'S TAKING VERY
LITTLE MONEY AND THE
MASSACHUSETTS TAXPAYERS
FOUNDATION SAYS THE SAME
THING.

BOTH THE GOVERNOR AND I SIGNED
THAT OFFICIAL STATEMENT, WE
SIGNED IT IN MARCH OF THIS

IT SHOWS THAT HEALTH CARE
COSTS HAVE GROWN BY $4 BILLION
OVER THE LAST FOUR YEARS.
THAT'S NOT INCLUDING YEAR TO
YEAR GROWTH, THAT'S JUST OVER

NOT JUST THE COMMONWEALTH
CONNECTOR.

GROWN BY 52% ALMOST.
THEN YOU HAVE ABOUT $2.5
BILLION FROM THE CONNECTOR,
IT'S LIKE A SECOND MEDICAID
PROGRAM.
SO WHEN YOU COMBINE THE TWO,
WE'VE INCREASED HEALTH CARE
COSTS IN THE STATE BY OVER $4
BILLION.
TO COVER ABOUT 400,000 PEOPLE
WHICH IS ABOUT 4% OF OUR
POPULATION, AND IF YOU LOOK AT
OTHER STATES THAT HAVE A MUCH
HIGHER PERCENTAGE OF UNINSURED
PEOPLE, YOU JUST REALLY HAVE
TO DO THE MATH.
IT'S NOT JUST NOT WORKING AND,
YOU ENSURE MORE PEOPLE, YOU
MANDATE COVERAGE, AND THEN
EVERYTHING, NOBODY GOES TO
EMERGENCY ROOMS ANY MORE,
THEY'RE STILL DOING THAT.
WE'VE GOT COMMUNITY HOSPITALS
SUING THE STATE BECAUSE --

HE HAS NOT MANAGED THIS

INSURANCE, HAVE GOTTEN IT
THROUGH THE CONNECTOR, AND THE
CONNECTOR WAS SET UP TO MATCH
PEOPLE UP AND BRING COSTS DOWN
AND CREATE COMPETITION.
AND IT HAS FAILED.

THE ECONOMY HAS HURT OUR
PROGRAM BECAUSE PEOPLE WHO

INSURANCE THROUGH THEIR
EMPLOYER ARE NOW GETTING FREE
INSURANCE FROM THE GOVERNMENT.
THAT'S WHY I'M WARNING
CONGRESS.
WE'RE IN A RECESSION STILL,
WE'VE GOT 10% UNEMPLOYMENT,
THAT MEANS THAT MOST PEOPLE
WILL GET FREE INSURANCE, AND
WE JUST CAN'T AFFORD THAT.

BIGGER MARKETPLACE.
THEY HAVEN'T DONE ANYTHING
WITH HEALTH INSURANCE
COMPANIES.
AND WE HAVEN'T REALLY
ADDRESSED THE FACTOR OF HOW DO
YOU PAY FOR INSURANCE, HOW YOU
PAY FOR HEALTH CARE.
HOW DO YOU DELIVER IT, HOW DO
YOU PAY FOR IT.
NONE OF THAT WAS REFORMED.
ALL WE DID WAS INCREASE
ACCESS, AND I THINK AT THE END
OF THE DAY, WE'RE GOING TO
HAVE DECREASED ACCESS, BECAUSE
THEY'RE NOT GETTING REIMBURSED.

16-YEAR-OLD DAUGHTER.
I MEAN, THE GOVERNOR HAS SAID
HE WANTS TO CAP ANY KIND OF
INCREASES PROPOSED BY
INSURANCE COMPANIES AT SINGLE
DIGITS.
THEY'RE COMING UP WITH THESE
WILD FIGURES, 20, 30, 40%.
WHAT CAN GOVERNMENT DO?

AND THE NUMBERS ARE A BILLION,
A BILLION, 700 MILLION, 600
MILLION.
THOSE NUMBERS ARE IN THE
BUDGET.
AND SO I KNOW IN MY POSITION,
RUNNING FOR GOVERNOR, THAT OUR
NUMBERS WOULD BE ATTACKED.
AND LET'S FACE IT.
THE GOVERNOR AND I BOTH SIGNED
THIS UNDER PAINS AND PENALTIES
OF PERJURY, WE BOTH SIGNED THE
OFFICIAL STATEMENT, IT GOES
OUT TO ALL OUR INVESTORS WHEN
WE BORROW MONEY.
THIS IS WHAT WE STAND BEHIND,
AND I'M JUST PULLING THOSE
NUMBERS RIGHT OFF THE SHEET.
AND IT SHOWS ME THAT WE'VE GOT
PROBLEMS.
