Gov. Deval Patrick has declared a state of emergency as a three-day nor'easter dropped as much as 11 inches of rain on some parts of Massachusetts. The storm's strong winds and persistent rains have shut down schools, closed roads, and cut power to thousands. It has also forced the Massachusetts Water Resource Authority to dump raw sewage into Quincy Bay for the first time since 2005.
