The Massachusetts legislature is debating an education reform bill that could double the number of students in Boston's charter schools, authorize the superintendent to eliminate underperforming teachers and waive certain provisions in teacher union contracts. Boston Public Schools superintendent Carol Johnson explains what the bill means for education in the city.
