REPRESENTATIVE JOHN JOSEPH MOAKLEY:

"I am a Democrat. I still believe that compassion is a strength - not a weakness. I still believe that helping the poor is our obligation. I am not ashamed of these efforts. Many would call this old-fashioned politics. For me these actions are the proper responsibilities for our federal government."


Joe Moakley has represented the 9th District in the House since 1973. He is Ranking Member on the Rules Committee. At the district level, stimulating economic activity in Massachusetts has been a Moakley priority, and the representative has promoted development projects on Boston's waterfront, including obtaining record federal appropriations for construction of the new Federal Courthouse. Many Massachusetts monuments and historic sites, including the African Meeting House and South Station in Boston, have been preserved and restored during Moakley's tenure.

Born in 1927, Moakley enlisted in the U.S. Navy at the age of 15 and served in the South Pacific during World War II. He was educated at the University of Miami in Florida and Suffolk University Law School. In 1952 Moakley won election to the Massachusetts House of Representatives, where he served for ten years. From 1964 to 1970 he served in the Massachusetts Senate. After a year on the Boston City Council, Moakley was elected to the U.S. House.

In 1989 the "Moakley Commission," appointed by House Speaker Thomas Foley, investigated the El Salvadoran government's response to the murders of six Jesuit priests. The commission's report led to the termination of U.S. military aid to El Salvador. Moakley remains involved in promoting understanding between the U.S. and Latin America; he has repeatedly petitioned the U.S. Army to close down the School of the Americas, at which the Army has trained some 60,000 Latin American soldiers in combat skills, commando tactics, military intelligence, and torture techniques.

Recipient of a liver transplant in 1995, Moakley has promoted legislation to make organ transplants accessible to more people. He co-sponsored a bill in the 106th Congress to require Medicare to pay for drugs that can prevent tissue rejection in organ transplant patients.
