Anything that distracts a drivers attention while driving is dangerous. Texting requires both visual as well as physical manipulation that can dangerously distract a driver. Regardless of legislation people will continue to engage in dangerous behavior. Operating a radio or a GPS, making a cell phone call or even engaging in a heated conversation with a passenger has been shown to significantly increase reaction times. While outlawing texting is a good idea I dont think that outlawing radio use, handsfree cellphone use or GPS use will fly and that is almost as dangerous. It should be a required part of drivers ed to learn how to multitask safely, to maintain situational awareness while performing other tasks such as tuning a radio or placing a hands free cellphone call or even drinking coffee or other beverage while driving. I am a pilot and the most dangerous time in flying is landing where one needs to maintain visual awareness of other aircraft, talk to traffic control, obey and confirm directions and frequently changes in directions while often being required to change radio frequencies. Simultaneously the pilot needs to reconfigure the craft for landing, follow a check list that includes paying attention to charts, speed, engine RPM, fuel mixture, prop settings, heading, wind direction and altitude as well as the aircraft on the ground. Pilots are trained to multitask, drivers should also be required to have multitasking training as legislating restrictions in activity is ineffective in changing behaviour.
