TUCSON, ARIZONA—Jared Loughner, the disturbed 22-year-old who shot Arizona Congresswoman Gabrielle Giffords and 19 others, killing six, appeared in court today to face federal charges that could carry the death penalty. The Arizona shooting has sparked a debate about the tone of political rhetoric and balancing access and security for members of Congress. Former Massachusetts congressman William Delahunt, a former colleague of Giffords, joins Emily Rooney.
