WGBH has always had the discretion to determine what programming it offers our audiences. A critical piece of programming is the presentation and quality of the sound, its impact on audiences, and the experience audiences have. Audiences respond to the sound of programming—they like a particular host, so they listen, donate, etc. WGBH needs the ability to create the effect and experience for audiences that it chooses, and to respond to the preferences of audiences. WGBH's final proposal includes a provision standard in the industry that allows it to make changes regarding on-air talent.
